USFG purchases the rights to sell AIDS drugs in non-OECD countries from US AIDS drugs patent holders and then sells the rights to manufacture and sell these drugs in non-OECD countries to China. Companies will be compensated according to a formula based on lost revenue from non-OECD markets and R+D costs (Kevin Outterson).

Activate the Pelly Amendment clause to use sanctions and tariffs to protect Endangered Species for the purposes of protecting Sharks from finning.
